The Norfolk Naval Shipyard in the city of Portsmouth is a historic U.S. Navy facility that is often called the Norfolk Navy Yard. The facility is based within Portsmouth and not in Norfolk as the name suggests. The name "Norfolk" was selected in order to prevent confusion with the city of Portsmouth, New Hampshire. This is where a naval shipyard previously existed once the Virginia facility originally opened. The shipyard repairs, rebuilds and remodels all types of Navy ships.

Portsmouth is situated precisely opposite of Norfolk and also offers miles of waterfront land on the Elizabeth River and is part of the harbor along the Hampton Roads. Between Downtown Norfolk and Olde Towne Portsmouth, there is a ferry boat that transports riders to and from across the water.

Portsmouth was established by a shipbuilder named John Wood who saw the location as a great location to build ships. He petitioned King James I of England for a land grant and soon after, the neighboring area was settled as a plantation community.

The city of Portsmouth was officially established during the year 1752, during an act of the Virginia General Assembly on behalf of Col. William Crawford. Crawford, a merhmerchant ship owner, dedicated the four corners for High and Court streets for a church, a market, a jail and a courthouse. The town was named for Portsmouth England. The region referred to as Old Towne features one of the biggest collections of historically important houses between Virginia, Charleston, Alexandria and South Carolina. The AME or also called Emanuel African Methodist Episcopal Church is located within Olde Town and was built by lots of slaves and free men. It is the oldest African American church within Portsmouth and the 2nd oldest building in the city of Portsmouth.

The Pass House is a historic building within the city of Portsmouth, constructed in the year 1841 by Judge James Murdaugh. There are many other historic buildings within Portsmouth that were occupied by Union troops from 1862 until the year 1865. Regulations by federal forces required Portsmouth residents to obtain a written pass to travel across the Elizabeth River and places beyond. These passes were given from the English basement and that is how the name "Pass House" came about.

The city has a rich history as a port township. The Olde Towne Business and Historical District is found within the downtown area and there has been a combination of conservation and redevelopment underway there. For instance, the Hawthorn Hotel and Suites, located at the Governor Dinwiddie Hotel, was closed for over 10 years prior to being reopened during 2005 after being renovated and reopened. This particular building has been recognized by the Historic Hotels of America. This is a program of the National Trust for Historical Preservation that identifies hotels that maintained their historical architecture, integrity and ambiance. The society also provides resources for their preservation.
